The School District of the City of St. Charles Board of Education is composed of seven citizens elected to represent the District’s citizens in developing policies and procedures for the operation of the school district, as well as managing its tax dollars. The board is committed to achieving the district’s mission “to provide the care, leadership and
instructional skills necessary to ensure that effective learning occurs for each
student." |
Board of Education Meetings
Regular meetings of the Board of Education are open to the public and are held on the second Thursday of the month beginning at 7:30 p.m. at:

Special meetings are called by the Board President and posted at the administration center and schools.
All Board of Education meetings are open to the public except those portions that are designated “closed session” in accordance with 610.021 RSMo. Notice of such meetings, including the proposed agenda items, is provided to media representatives and building principals prior to the meeting. Patrons may obtain a copy of the agenda on the Friday before any regularly scheduled meeting at the District’s Administration Office at 1025 Country Club Road.
Public Participation at Board Meetings
All regular and special meetings of the Board shall be open to the public. Since the Board desires to be a good listener and be responsive to the community, persons desiring to address the Board may do so during the time so allotted on the agenda and according to established procedures.
During the audience portion of each Board meeting, patrons are invited by the president to speak for or against any proposal on the tentative agenda or on any other school concern. The individual is asked to identify him or herself, limit comments to a few minutes and avoid discussing personalities. The president reserves the right to limit the number of presentations and/or length of comments. At the discretion of the president, patrons may be recognized at other times during the Board meeting.

The board is very interested in audience comments. According to board policy, members cannot respond during the actual meeting. The board will listen to and research all audience comments. If necessary, additional follow-up will occur through district administrators.

Meeting Schedule
The Board of Education meets on the
second Thursday of each month, unless otherwise noted, at 7:30 PM.
Meetings are held in the Board Room at the
Administrative Center, 400 North 6th Street. Agendas, highlights,
and minutes of meetings can now be found on the BoardDocs web site by
clicking here. Regular Meetings are open to
the public, and school district residents and patrons are encouraged

April Regular Meeting
The Board of Education of the
School District of the City of St. Charles will hold its
regular session meeting on Thursday, April 8, 2010.
The public session will
begin at 7:30 PM in the Board Room. The agenda will be posted in each of the public school buildings, in
the administration office, and on the BoardDocs website, prior to the board meeting.
A closed session meeting will begin at 6:30
PM, prior to the open session. The tentative closed session agenda includes section 3, personnel items; section 6, student matters; section 13, personnel records; section 2, real estate matters, section 1, legal matters (RSMo 610.021).

About BoardDocs:
The St. Charles
School District is using the Internet to enhance governance and provide a
basis for better communication with the public. The new eGovernance initiative,
BoardDocs,
will replace the old method of compiling, printing, binding and distributing a
limited number of paper meeting documents, with electronic distribution. By
making meeting agendas and supporting documents available on the Internet via
BoardDocs, we can now distribute documents associated with a meeting more quickly and
efficiently.
Electronic distribution not only saves time and resources; it also
provides unprecedented public access to information that board members use to
make decisions. Through our web site, the public can view the agenda and the
supporting documents associated with the meeting. This will allow interested
parties to review and print the information prior to the meeting. After the
meeting, the individuals can review the agenda items and see what action was
taken by the board, complete with voting. All documents associated with the
meeting are automatically archived and can be accessed by meeting date or by
using the comprehensive search feature.
By increasing the time board members have to review information, BoardDocs also enables board members to better prepare for
meetings. Under the old system, the meeting packets could not be distributed until
every document had been prepared and submitted. Once all the documents were
submitted, the staff would spend days assembling the documents into packets
and then distributing the information to the board members. BoardDocs allows documents to be published to the on-line agenda as they become
available, thus extending the time that board members have access to the
information by several days. Giving board members more time to review
information will enable them to better prepare for meetings. In addition,
Board members now have
access to a vast database of best practices from other districts to
gain knowledge of initiatives other boards have considered and implemented.
We also use the same technology to publish the policies and procedures of
the district on-line. Previously, paper versions of the manuals were distributed
and maintained throughout the district. By publishing the policies and
procedures on-line, the district will assure that personnel and public will
have access to the most up to date information. On-line distribution has
reduced the time and expense of distributing policies and procedures.
